UAE E-Invoicing ASP: What Is an Accredited Service Provider?

The UAE’s e-invoicing programme is underway. The pilot began on 1 July 2026, and voluntary implementation became possible from the same date. Mandatory adoption follows in 2027, with deadlines tied to revenue and entity type.
That job belongs to an Accredited Service Provider, or ASP, a Ministry of Finance-accredited Peppol service provider authorised to deliver electronic invoicing services in the UAE.
What Is an Accredited Service Provider (ASP)?
Ministerial Decision No. 64 of 2025, as amended, defines an ASP as a Service Provider granted Accreditation by the Ministry of Finance to provide Electronic Invoicing Services in the UAE.
Basically, a “Service Provider” is an organisation authorised by OpenPeppol to access the Peppol Interoperability Framework.
An ASP is not simply your ERP, accounting package or IT vendor. Your software may create the invoice and hold the commercial data, but accreditation concerns the regulated transmission layer: validating, exchanging and reporting invoice data through the UAE system.
A software vendor can integrate with an ASP or hold accreditation if it meets the requirements.
The Ministry of Finance currently publishes an official list of pre-approved eInvoicing Service Providers.
Where the ASP Fits: The 5-Corner Model
The UAE uses a Peppol-based five-corner model.
Corner 1:The supplier
Corner 2: The supplier’s ASP
Corner 3: The buyer’s ASP
Corner 4: The buyer
Corner 5: The Federal Tax Authority.
The supplier sends invoice data to its ASP.
The ASP validates it, converts it to the UAE standard eInvoice XML format where necessary, and transmits it to the buyer’s ASP.
Tax Data Documents are reported to the FTA in parallel, while message-level statuses move back through the chain.
PINT AE is the UAE localisation of the Peppol International invoice specification. It gives invoice data a shared structure.
The standard ASP-to-ASP exchange requires XML format. A business and its ASP may use another agreed format, including JSON, but the ASP converts the data into the prescribed UAE XML structure for network exchange.
Pre-Approved vs. Accredited: Know the Difference
Pre-Approval is provisional. A provider completes interoperability and end-user verification testing, obtains production access and certificates, and performs trial activity before the Ministry grants Pre-Approval. It must then complete the remaining accreditation requirements within the Ministry’s timeline.
Full Accreditation follows further testing, including tax-data reporting tests, OpenPeppol testing and a production-environment trial with the Authority. After successful completion, the Ministry grants Accreditation and publishes the provider’s details.
For a business choosing a provider, pre-approval is meaningful progress, but it is not the same as final accreditation. Verify the provider’s latest Ministry status before your mandatory appointment date.
Core Responsibilities of an ASP
The ASP sits where accounting turns into regulated e-invoice traffic.
Its work includes:
Receiving invoice data from an ERP or billing system
Validating it against PINT AE, the UAE Data Dictionary and technical rules
Converting it into the prescribed XML structure where required
Transmitting it through Peppol
Reporting the required Tax Data Document to the FTA
Handling message-level statuses
Supporting end-user verification and onboarding.
Security is a major part of accreditation. Ministerial Decision No. 64 requires:
Multifactor authentication
Encryption for data in transit and at rest
Regular security monitoring
ISO/IEC 27001 certification for the service provider product.
This is why ASP selection becomes both a finance and an IT decision. Finance teams notice tax fields and invoice statuses. IT teams notice APIs, authentication, and data handling.
Why UAE Businesses Need an ASP
Once a business reaches its mandatory date, appointing an ASP is part of the legal framework.
The timetable says businesses with revenue of at least AED 50 million must appoint an ASP by 30 October 2026 and implement e-invoicing from 1 January 2027.
Businesses below AED 50 million must appoint an ASP by 31 March 2027 and implement from 1 July 2027.
Government entities must appoint an ASP by 31 March 2027 and implement from 1 October 2027.
One date deserves attention: earlier material referred to 31 July 2026 for large businesses, but Ministerial Decision No. 66 of 2026amended the appointment deadline to 30 October 2026.
The penalty framework makes that appointment step concrete. Failure to implement the system, including failure to appoint a service provider within the required timeline, can attract AED 5,000 for each month or part of a month. Separate penalties apply to other e-invoicing obligations.
Secure exchange reduces manual handling.
Status messages make invoice movement easier to follow.
Tax reporting becomes part of the invoice flow rather than a separate exercise later.
Conclusion
The ASP is the regulated bridge between the software a UAE business already uses and the national e-invoicing network it must join.
That is the point businesses often miss: the ASP becomes part of the invoice path, so integration quality matters in daily finance work.
So, do not ask only if an ERP can “do e-invoicing.” Ask how its data reaches a UAE ASP, how PINT AE mapping works, what happens when validation fails, how statuses return to finance, and what official status the provider holds.
Quick Answer
An Accredited Service Provider (ASP) is the Ministry of Finance-accredited Peppol provider that connects a UAE business to the national e-invoicing network. It validates invoice data, converts it into the required format, sends it to the buyer’s ASP, reports tax data to the FTA, and returns invoice statuses automatically.
FAQs
What should a business check before selecting an ASP?
Check official status, PINT AE capability, ERP integration, onboarding, security, support, and how validation errors are returned. Also check if the service fits your invoice volume and workflow. The Ministry itself publishes guidance on considerations for selecting an ASP.
Is pre-approved status the same as full accreditation?
No. Pre-Approval is provisional. Full Accreditation follows additional tax-data reporting, OpenPeppol, and production-readiness testing. Always verify the provider’s current official status before the relevant appointment deadline.
What happens when an invoice fails ASP validation?
The UAE model uses message-level statuses to communicate processing outcomes. A failed validation should be surfaced so the underlying data can be corrected and the invoice processed properly. Test error handling before go-live.
Can a business change its ASP later?
A business can change providers, but the move must preserve compliant onboarding, records, and uninterrupted invoice exchange.
